Agency Tender Managers - Is your Tender Closing at 5pm?
Consider closing your tenders at 10am on Monday morning. Tenders closing at 5pm on a Friday, will not have any QTenders support after 5pm if offerors experience any problems uploading their offers. Generally, no tender evaluations take place over the weekend.
Extending the closing time to Monday morning allows the offerors more time to respond if required and allows time to remedy any operational problems - without impacting the agency evaluations. It also ensures agencies receive the most complete offers, while still allowing the QTenders’ team time to deal with any last-minute issues.
QTenders Christmas moratorium
The QTenders whole of government tendering solution does not offer any support services over the Christmas New Year period, from the 24th December to 6th January, inclusive. Consideration should be given by all agencies to NOT close tenders during this period. While ultimately these decisions are made by relevant category managers across the sector, you must consider the support service offered during this time.
An email specifically talking to the ICT category was distributed by Andrew Spina, Deputy Director-General, Digital Technology and Services, Department of Housing and Public Works. In summary it follows -
The QLD Government is very aware that responding to tenders over the Christmas period can be problematic for suppliers, so with this in mind there will be a moratorium for ICT tenders which extends from Monday 9 December 2019 until Friday 10 January 2020. Whilst it is expected that most ICT procurement activity can accommodate this moratorium, it is recognised that there may be emergent needs or circumstances that require exception to this general rule.
