Evaluation of the Legal Advocacy and Bail Support Services

The Queensland Government allocated $17.1 million over three years (2018-19 to 2020-21) to implement and expand Legal Advocacy and Bail Support (LABS) Services across the state. The key objective of this initiative is to reduce the number of young people who are remanded into custody and assist young people to meet their bail conditions. 

The Department of Youth Justice (DYJ) requires an evaluation of the LABS initiative. The evaluation will examine the implementation and operation of the services, and whether intended short to medium-term outcomes have been achieved. A cost benefit analysis of the Bail Support Services is also required.

Evaluation findings will be used to:
• Inform policy and service system improvements
• Assess the effectiveness of the two programs (i.e. have they achieved intended outcomes?)
• Demonstrate value for money (i.e. costs and benefits)
• Build evidence about effective diversion programs through robust evaluation
• Promote continuous quality improvement
• Inform future investment decisions.
