1. Introduction

The Wolfram Camp Mine, located 26km west north west of Dimbulah, is classified as an Abandoned Mine and is currently managed by the Technical Services team within the Department of Natural Resources, Mines and Energy (DNRME). Authorisation to carry out care and maintenance and rehabilitation activities is provided to DNRME Authorised Officers via the Mineral Resources Act 1989 Section 344A.

Relevant information about the site:

• The site is manned daily by two operators, 9 days per fortnight, between 7am and 4pm.
• Mobile Phone service is not available at site. Satellite phones do work.
• Basic IT facilities including a guest wifi service are available at the onsite office, however the reliability of the network cannot be guaranteed or relied upon.
• Toilet and hand washing facilities are available onsite
• Power is available at the site (provided by mains connection with backup generators).
• Limited amounts of bottled drinking water is stored at site, however contractors are required to bring their own daily supply.
• An administration office is present at site.
• Fridge, sink, microwave, kettle and other basic crib facilities are available at site.

Water management is a major risk at the site, including management of contaminated water so that collection dams are not overfilled and spill.  

1. Specific Requirements and Deliverables

This contract is for wet hire supply of mobile earthmoving machinery and an operator to carry out various earthworks activities at site, as requested by DNRME following contract award.

Contractors must adhere to the following throughout the works:

• Insurances as listed within this Contract
• Operators must be trained, competent and have completed a documented verification of competency (VOC) assessment, externally or through the Supplier, for all equipment that they operate at site.
• Plant Risk Assessments (PRA), Standard Operating Procedures (SOP), maintenance records, and daily prestart booklets are to be maintained on all machines.
• Operators must comply with all site safety rules
• Daily dockets are to be completed per machine, outlining: date, machine ID, operator name, start time, end time, breaks, breakdowns and total hours.
