Invitation to Submit Tender- Transformer 6 & RMU 3 Replacement Project (L08), Logan campus

You are invited to submit a Tender for the execution and completion of the works described below in accordance with the Drawings and Specification (if any) supplied herewith, the Griffith University Conditions of Tender & Conditions of Contract for ‘Minor Works’ herein, and any other information issued by the Principal for the purposes of tendering.

Description of Works:

Background

In 2019 Griffith University finalised the Logan Campus Asset Condition Report which included at Risk Rating for each of the assets. This report identified that Transform 6 (supplying building L08) is in poor condition. The transformer has severe breakdown of its internal insulation and the external roof has rusted. This transformer was procured as a second hand unit and had reached it service life.

In addition to the potential risk of Transformer 6 failing, Energex has issued a safety alert as the type of RMU installed has been known to have unforce mechanical failures.

Both of these assets are located on Evans Road on the Griffith University Logan Campus. The units are located along the road and are easily accessible.

Griffith University have ordered the specified transformer from EnergyQ. The transformer is a stocked item and does not have a lead time. The intent is to novate the transformer to the contractor to arrange for delivery and installation as part of their contract. Collection of the transformer will be from Eagle Farm.

Project Constraints

A number of constraints have been identified for this project. These constraints include;

  • Works should be programmed to be carried out within university teaching breaks when there are lower impacts to building occupants (refer to academic calendar and practical completion dates noted in this document.
  • Long lead time items should be identified early in the project

Project Assumptions

The following assumptions have been made in the development of this project;

  • Power outage programs and methodologies should be provided by contractors as part of the mandatory assessment criteria noted in this document. The criteria will be reviewed by GU and the consultant team
  • That in Business as Usual mode (Post COVID-19 campus shut-downs) some parts of the campus are open 24/7
  • Supplementary power (generator) may be required during power outages, unless the methodology minimises to reasonable and acceptable time frames without power.

  • The Contract is a Lump Sum Fixed Price not subject to adjustment for rise and fall in costs.
  • This project has approved funding
  • Tenders shall remain valid for 30 calendar days.
  • The tenders will not be opened publicly.
  • Tenders will be evaluated in accordance with the following Criteria and weightings, and tenderers are required to address these criteria in their tender submission;
  • Construction program (20%) – The construction program must include power shutdowns to be completed out of hours / weekends and in accordance with Griffith University notification periods outlined in the Griffith University Guidelines V22. The contractor should also be aware of the Griffith University academic calendar dates provided as part of this tender set of documents
  • Contractor’s key resources (20%) – Provide names and qualifications of proposed site management and support staff together with details of any previous experience in working on a University campus. GU reserves the right to reject any nominated person and request an alternative nomination.
  •  Construction Methodology (20%) – Contractors should provide a methodology that demonstrates minimal impact to Logan Campus staff and students during the construction period and power shutdowns.
  • Price (40%) – Tenderers are to complete Appendix 1 to the returnable Tender Form
