Capacity strengthening program to support First Nations peoples? participation in biodiscovery
The Department of Environment and Science is seeking to develop a capacity strengthening program to support First Nations peoples’ participation in biodiscovery. The aim of the program would be to strengthen the capacity of First Nations’ organisations to engage in negotiations with biodiscovery entities on a more equal footing, and support First Nations peoples to initiate their own biodiscovery projects if desired.
Key elements of this include:
Conducting a needs assessment to further understand current knowledge of First Nations communities about biodiscovery and key concepts related to the use of traditional knowledge, and to identify what support is sought.
Developing an engagement strategy for DES to
address priority needs for capacity strengthening
identify appropriate mechanisms for providing support for delivery in both immediate and longer-term timeframes.
Developing and deploying a toolkit for First Nations peoples and key influencers, including for example communication materials and agreement templates to support negotiations on the use of traditional knowledge in biodiscovery. Contents of the toolkit are required to be tested with First Nation communities to ensure that their needs are met.
Developing a methodology for a supplementary capacity strengthening program to be delivered by First Nations organisations.
DES recognises the broad suite of organisations and sectors that may be involved in supporting First Nations peoples’ participation in biodiscovery projects. It is beyond the scope of this project to:
fund positions in, or otherwise provide organisational capacity strengthening for, specific First Nations organisations (e.g. Registered Native Title Bodies Corporate)
provide or fund provision of legal advice
address native title or intellectual property law requirements.
