Independent Review of the Office of Queensland Family and Child Commission (QFCC)

The Queensland Child Protection Commission of Inquiry (QCPCOI) led by the Honourable Tim Carmody QC, released the QCPCOI report on 1 July 2013. On 1 July 2014, pursuant to a recommendation of the QCPCOI report, the QFCC was established under the FCC Act to: promote the safety, wellbeing and best interests of children and young people; promote and advocate the responsibility of families and communities to protect and care for children and young people; and improve the child protection system (section 4, FCC Act). In addition to implementing the recommendations of the QCPCOI report, there have been other significant reforms across the child and family support sectors in recent years that are relevant to the functions of the QFCC.

Section 41 of the FCC Act requires that the Attorney-General must arrange an independent review of the performance  of the QFCC of its functions.

The primary objective is for the contractor to carry out an independent review of the office of the QFCC in accordance with requirements under section 41 of the FCC Act. The reviewer will be required to assess, and provide advice and recommendations about, the performance of the existing functions of the QFCC under the FCC Act, including whether those functions are being performed economically, effectively and efficiently. The reviewer will examine all structural and operational aspects of the QFCC, as well as its relationship with public entities, as per the definition in Schedule 1 of the FCC Act. A review of the effectiveness of the FCC Act under section 42 of the FCC Act (a legislative review) is not within the scope of this independent review,.
