Project Overview and Requirements

The Department of Resources (DoR) (The Principal) currently maintains the ex-Linc Energy Underground Coal Gasification (UCG) research and development facility, referred to as ‘the Hopeland Site’, approximately 30km southeast of Chinchilla. The site includes a number of wells, in varying condition, associated with these activities. There is little to no construction data or records. As such, integrity assessments have been undertaken on a number of wells to assess and understand each’s condition, with this information then informing well-specific plug and abandonment (P&A) designs.

The Principal requires the Contractor to execute a campaign to plug and abandon thirteen (13) wells in accordance with the P&A design for each well provided by the Principal.  

Schedule 2 includes an estimate of the costs and time required to execute the P&A works for each well. Notwithstanding anything else, Schedule 2 is a non-binding estimate only.

The plugging and abandonment of wells must, to the extent reasonably practicable in the context of the nature and condition of the Hopeland Site, be completed in accordance with the Queensland Petroleum and Gas (Production and Safety) Act 2004 (P&G Act) and other applicable legislative requirements, industry standards and codes of practice, such as the Code of Practice For the construction and abandonment of coal seam gas and petroleum wells, and associated bores in Queensland. To the extent not reasonably practicable, the Contractor will direct the information to the Principal to agree on and endorse a suitable compromise approach.  The Contractor will not be liable for the non-compliance and/or the compromise approach, or anything connected with them.

The Contractor is to complete the work as Principal Contractor (under section 293 of the Workplace Health and Safety Regulation 2011) and as the Executive Safety Manager, Site Safety Manager and Operator (as defined under section 687, 692 and 673 (respectively) of the P&G Act). The selected Contractor shall provide all management, personnel, processes, materials, and equipment to complete the work.
