Environmental Consultant 2021 Inland Rail

The services of the Environmental Consultant will include:

1. Provide a consultant to the Inland Rail project to deliver strong, effective and client-focused environmental advice to support TMR responsibilities. The consultant is to work from TMR’s Inland Rail Project Office as directed or from a secure off-site location.
2. The consultant will perform the role of TMR’s Environmental Representative for the IR project, reporting to the TMR IR Project Manager. The role is to work with both the TMR IR project team and the Program Management and Delivery (PMD) Environment Team to ensure that environmental processes are managed in a consistent manner with other TMR infrastructure delivery.  As the IR project is a federally lead project this will require effective interpersonal skills and negotiation to liaise between the TMR IR team and the successful delivery proponent.The successful offeror will need an understanding of the constraints with working in a Private Public Partnership (PPP) contract environment.
3. Review and provide advice on:
• Department of Transport and Main Roads’ (TMR) statutory obligations of all relevant environmental and or heritage legislation as a minimum standard.
• proposed lease conditions for the IR Corridor for Environmental components
• environmental component of contract and specifications and lease documents
• documents provided by the IR project
• corridor design in relation to the environmental impacts of proposed design, mitigations and suitability of associated documentation
• the early works, existing operational corridor, construction of new corridor and the future operations for the corridor
• community consultation re Environmental & Cultural Heritage where required
• Review and undertake Environmental Assessment(s)
• Environmental Audits
• Cultural heritage and offsets throughout the design process and considering TMR’s interest in these matters.
4. Review existing property holdings on the IR alignment to ascertain suitability for offset potential for future TMR project use.
5. The successful offeror is required to have recent TMR Major Project experience and an understanding of the constraints with working in a Private Public Partnership (PPP) contract environment.
6. The role requires the successful offeror to assist TMR in negotiating outcomes in the delivery of the project to broadly ensure TMR environmental objectives are being realised.
7. The consultant is required to commit to TMR’s Workplace Health & Safety Policy.
