Queensland Intermediary Scheme Pilot Program
The Queensland Government committed to implementing a pilot intermediary scheme. The intent of the Queensland Intermediary Scheme (QIS) pilot program is to provide assistance to police and the courts to obtain best evidence from prosecution witnesses with communication difficulties in child sexual offence prosecutions.
Opportunity
DJAG is seeking to engage an organisation to conduct a process and outcome evaluation to assess the effectiveness of the Queensland Intermediary Scheme Pilot Program and the use of intermediaries to assist the administration of justice. That is, the evaluation should consider the use of intermediaries from a criminal justice perspective. The evaluation should include analysis of individual components of the process (i.e. police, prosecution, courts use) as well as the end to end process (from police investigation to court finalisation). The evaluation will be utilised to report to the Queensland Government on the effectiveness of the scheme, and inform recommendations for the future of the scheme. An interim evaluation report must provide sufficient information to support a submission to government and justify the recommendations.
