You are invited to submit a Tender to carry out all works associated with the Chiller Plant West (N80), Nathan campus, Griffith University.

Tenders close at 1:00pm on Friday the 28 August 2020 5.00pm on Wednesday the 2 September 2020 5.00pm on Friday the 4 September 2020 via the QTenders link 2558160276BCONSCAP1 associated with this project in accordance with the Conditions of Tender.  A Tender submitted late or by any other means than that nominated may not be accepted.

Any queries relating to the tender documents including drawings and specifications (if any) shall be submitted via the QTenders link associated with this project. You are required to check that all Tender documents received match those listed on the accompanying Document Transmittal. Confirmation that you have received all the documents listed is to be provided to the Principal by signing a copy of the Transmittal where provided and returning it to the Principal in accordance with the requirements of the General Conditions of Tendering.

If you are unable to submit at Tender for whatever reason, you are requested to notify the person nominated above in writing stating the reason prior to the tender close date. This will assist in preparing the tender evaluation, and will maintain your standing with the University as a potential tenderer for future works.

It is recommended that you visit the site of the proposed project prior to submitting your Tender, as no additional costs will be approved by the Superintendent or paid by the Principal due to any failure on your part to appreciate the extent of the project and its impact on adjacent buildings or facilities, or to evaluate any constraints on access to the site of the works..

Site walk troughs will be held on the below dates at 10:00am sharp for 1 hour. Please RSVP 24 hours before via email to the nominated time/date to the Project Manager. Meeting point will be on the site. Please ensure all subcontractors are accompanied with their respective builder. Subcontractor without their respective builder will not be granted access.

Additional site visits can be arranged with Project Manager previously nominated who must accompany you on any inspection of a site on the University’s campuses.

Tenders will be evaluated on the following key criteria (refer to Appendix 1 – Response Document for further details);

  • Experience of previous projects
    • Provide a list of projects with a similar size and nature
  • Experience and expertise of the proposed site team
    • Provide a list of all key personnel that will be dedicated to this project together with their experience
    • Sub Contactors, that will be dedicated to this project together with their experience (at a minimum, mechanical, commination (data), electrical, high voltage, hydraulic, fire)
  • Construction Methodology
    • Site establishment plan – set down, deliveries and site sheds (if any)
    • Control of noisy works during Griffith University operating hours  
    • Crane set down and lifting plan
    • Chiller and cooling tower
    • How will the site be managed (WHS compliance)
    • Provide a methodology on how materials and equipment will be delivered. This will include providing a deliveries plan/schedule for all delivery items.
  • Program
    • Program is to detail the construction activity that clearly identifies milestones for sub-contractors works and long order lead-times, including but not limited to switchboards, transformers, chillers, cooling tower etc.
    • The nominated Practical Completion (PC) date is the targeting PC date for the University. Confirm through your program that the University Target date can be achieved.

General Requirements (furthermore to the above evaluation criteria):

Tenderers are required to submit as part of their tender the following:

  1. A detailed Gant chart (time) program indicating all activities occurring during the time required for the execution of the work under the Contract, construction, commissioning and as-built activities; This must show adherence to the timeframe noted and include all long lead time items.
  2. The Value Add offered by the Tendering organisation including any departures from the nominated requirements with justifiable reasoning such as better performance, time efficiencies and the like.
  3. Current CV’s detailing nominated team members specific relevant project experience. The approval of alternative Project teams prior to start is purely at the discretion of the University.
  4. A demonstration of the Tenderer’s understanding of the key elements of the scope items including but not limited to the demolition process (if required), coordination plant and equipment, lead times of plant (Chillers, Cooling Towers, Transformers and the alike), materials and equipment, services and user interruptions, noisy and dusty works plus interaction with key User Groups/ Superintendent Representatives (e.g. Building Certifier/ GU Engineering Services).
  5. Signed Document Transmittal, breakdown of fee submission via the Form of Tender Appendix 1, Form of Tender detailing overall fee submission, optional requested pricing, alignment to the issued documentation, attendance to site inspection.

The Tender will be Evaluated according to the above criteria.

Documents to be lodged as the Tender shall comprise of the following (failure to produce any requested information may exclude a Tenderer from the evaluation process, ensure all documents have been submitted with Tender);

  • Form of Tender
  • Supplementary Tender Form
  • Appendix 1 to the Form of Tender
  • All Appendix - Technical Returnable Schedules
  • Signed Transmittal Form acknowledging receipt of all the Tender Documents and Addendums
  • Additional supporting information as outlined above
  • Any other information requested to be returned as part of the Tender

Possession of site will be from the date of the Letter of Acceptance unless noted otherwise.

The successful contractor will be appointed as the Principal Contractor and will negotiate access to the site with the Superintendent and campus representatives. Access is to be maintained to all areas of the campus during construction.
