| Queensland Corrective Services (QCS) is seeking professional expertise to design a new men’s reintegration service as recommended by the independent evaluation of the Community Re-entry Services Team (CREST).
While CREST was found to be effective in reducing reoffending and reaching a high number of people, a new men’s reintegration service is required to address issues identified including growing prisoner numbers, COVID-19 pandemic restrictions, service delivery gaps (including those returning to remote areas), withdrawal of Centrelink in-reach support, integration with new case management functions and the commissioning of the Southern Queensland Precinct male facility.
This review is to inform the new stages of designing and implementing of a new men’s reintegration services model for its Offender Rehabilitation Management Services (ORMS) team.
The current integrated re-entry solution, CREST includes three components:
- In Prison information and referral service.
- Support service for offenders identified as high risk and complex; and
- Brief intervention support service for offenders on parole to prevent crisis.
These three components together provide re-entry services to address issues which may place offenders at risk of returning to custody.
The re-entry services currently provide support for both men and women located in Townsville Women’s Correctional Centre (TWCC).
Women exiting TWCC will not be in scope as they will be included in a separate activity focusing on women’s reintegration services which will be undertaken as part of the reintegration renewal project.
