The Department of Environment and Science is seeking proposals for the delivery of an independent and culturally safe mid-term review of the Gurra Gurra Framework.
The Gurra Gurra Framework 2020-2026 (Gurra Gurra) was released in April 2020, to deliver on the Queensland Government’s commitment to reframe relationships with First Nations people and establish the Department of Environment and Science (the department) as a better practice agency in its work with First Nations peoples. The mid-term review will be used as a learning exercise, to understand if Gurra Gurra is having the intended impact, and also to provide an example culturally safe evaluation theory and practice to inform improved evaluation practices within the department.
The mid-term review will provide insights into how Gurra Gurra is being implemented, whether is it being delivered as intended, including identifying strengths and weaknesses, and whether it is delivering the intended impact of reframing the department’s relationships with First Nations people. The mid-term review will not assess the outcomes or overall success of Gurra Gurra or examine the efficiency of implementation.
IMPORTANT: In accordance with the Queensland Indigenous Procurement Policy (QIPP), this is a Selective offer process for Indigenous Businesses only. It is a mandatory requirement that the offeror is an Indigenous Business, as defined by the QIPP.
