Cairns Marine Precinct Common User Facility Preconstruction Investigations

The Cairns Marine Precinct (CMP) is a leading maintenance, repair and overhaul destination for commercial, Defence and recreational industries, servicing approximately 15 per cent of all Australian registered vessels and close to 80 per cent of all North Queensland registered vessels with an LOA exceeding 15 metres. It is of major economic importance to Far North Queensland.

In 2021, the Department of State Development, Infrastructure, Local Government and Planning (DSDILGP) led the Cairns Marine Precinct Infrastructure Investment Detailed Business Case (DBC). The DBC recommended construction of a common user facility (CUF) to enhance the infrastructure capacity and capabilities at the CMP, optimise the use of waterfront land, and to capitalise on emerging defence and marine industry opportunities. 

Key infrastructure components of Stage 1 VE of the project include:

  • Construction of a new 92 metre wharf
  • Construction/Upgrade of Stage 1 TRS access road (this will remain as private infrastructure)
  • Construction of a 5000 tonne shiplift
  • Installation of fencing and security gate
  • Construction of CUF hardstand area which includes 2.77 hectares of 60 tonne axle pavement and 3.36 hectares of 30 tonne axle pavement
  • Hardstand area inclusions: two paint and blast sheds, enabling infrastructure (e.g. utilities, water connection), three vessel hardstand areas
  • The office and site facility buildings
  • The extent of any dredging required to facilitate this stage
  • Works within the Fearnley Street road reserve
  • The development of the commercial fishing base.

To facilitate progression of the CMP CUF project, provision of preconstruction tests and reports is required. The Supplier must provide the Services to the Customer, in accordance with the Requirements described in the Contract, Schedule 1 - Requirements.

The Customer has issued this Invitation to Offer with the objectives of:

Obtaining preconstruction tests and reports to facilitate the next stages of development of a Common User Facility in the Cairns Marine Precinct.
