The purpose of this Invitation to Offer (ITO) for the provision of an eLearnerDriver Solution is to transform the process for new drivers wanting to obtain their learner licence. All contact with TMR in regards to this ITO must only be with the appointed contact officer. Any contracts awarded shall be based on the Government Information Technology Contracting Framework (GITC) version 5.03 and Offerors will be required to have current GITC Accreditation for the relevant Modules. Background: TMR is committed to improving road safety outcomes for all Queenslanders and is implementing strategies designed to influence driver behaviours to achieve positive road safety outcomes. One of our strategies involves the introduction of an innovative online solution to change the way new drivers learn to drive. Currently, before customers are issued a learner licence, they must pass a 30 question written road rules test at a Queensland Government licence issuing centre based on content in the Your keys to driving in Queensland (YKTD) publication. YKTD contains important information about the Queensland driver licensing system and the Queensland road rules. TMR is looking to develop an innovative approach to online learning and assessment for customers that is engaging and effective. Our new interactive solution will transform the content in YKTD into an online environment, as well as assessing a learner’s understanding and application of the content. The solution will be part of TMR’s journey to shift the focus from simply teaching road rules, to influencing safer driver behaviours and attitudes. While a number of interstate road authorities offer online “practice” assessments to their customers, TMR could not identify any effective, fully integrated learning and assessment solutions. Additionally, the new solution presents an opportunity for us to make innovative use of new technologies to effectively deliver content, whilst at the same time delivering a solution that our customers actually want to use. TMR encourages industry discussion and collaboration on possible solution options and wishes to promote industry consortia bids for this initiative. TMR is driven to achieve the best outcome for the department and advises industry that any teaming agreements should not be exclusive as TMR may, based on best fit for requirements, contract directly with an individual provider for discrete components. |
