Section 1

Tender Overview

Invitation for Expression of Interest - The Coordinator-General invites Submissions in response to this EOI from Proponents wishing to contract with the Coordinator-General to develop and purchase, in whole or in part, approximately 319 hectares of land within the Townsville SDA.

The purpose of this EOI is to invite interested parties to submit a Submission in relation to the Project, specifically:

  • outline the Project and the Coordinator-General's requirements for the Project;
  • set out terms and conditions for the lodgement of a Submission and participation in the EOI Process; and
  • specify the Evaluation Criteria and the information required from Proponents to lodge a Submission.

Background - In December 2016, the Australian Government, Queensland Government and Townsville City Council entered into the Townsville City Deal; a 15-year commitment to a collective program of planning, reform and investment in Townsville. A key commitment of the Townsville City Deal is the acceleration of the Townsville SDA. To support the establishment of industry and to generate new jobs for the Townsville region, the Coordinator-General recently acquired 810 hectares of land within the Townsville SDA. Acquiring this land now places the Coordinator-General in a unique position to proactively respond to Proponents seeking development opportunities in the Townsville SDA. This EOI presents a unique opportunity for Proponents with the requisite capability, experience and commitment to be a part of the acceleration of the development of the Townsville SDA.

Closing Date - Strictly 2pm Tuesday, 11 December, 2018

*** IMPORTANT INFORMATION FOR PROSPETIVE PROPONENTS **

Each proponent must complete, duly execute and return a Deed of Acceptance (Schedule C) to the Coordinator-General before 2 pm on 16 November 2018, in order to access the data room and participate in the EOI process. The data room will be officially opened on 12 November 2018 for all proponents who have executed and returned the deed of acceptance.

A site visit has been organised to view the site on 21 November 2018. This date is subject to availability and external events. The Coordinator-General requests proponents nominate their interest in attending (maximum two attendees from each proponent). Attendance on a site visit is strictly subject to the proponent having executed and returned a deed of acceptance to the Coordinator-General in accordance with section 3.3.1.
