The Queensland Government acting through the Department of Housing and Public Works (DHPW) is seeking preliminary information from the market for a Site Assessment Solution. The department would like to better understand potential solutions that will solve a number of current challenges, including:
- Ability to provide assessors with current asset information to complete assessments (including site maps, floor plans, other asset details and pre-populated forms).
- Ability to access data to complete an assessment while onsite with/without connectivity.
- Allowing the following several types of assessments:
- Disaster and Weather Events.
- Condition Assessments.
- Asbestos Audits.
- Life Cycle Assessments.
- Maintenance Inspections.
- Construction and Capital Inspections.
- Household Resilience Inspections.
- General Property Inspections.
- Ability to complete specific assessment types without disruption. For example, separate environment for disaster events.
- Ability to exchange data with current BPAM business platforms (including core asset data, work orders, assessment results and requests, scheduled and completed dates and pricing).
- Ability to manage and maintain asset data by:
- Highlighting data issues based on existing rules
- Allowing single and bulk data modifications (including assigned to and scheduled dates)
- Correcting assessment results
- Allowing several user types:
- Non-departmental contractors to perform assessments.
- Client agencies to view asset and assessment details.
- BPAM to organise, perform and collate assessments.
- Incorporating process workflows for approvals, communications and asset modifications.
- Using innovative ideas for the solution to be used across multiple devices.
- Using innovative ideas to display data in various formats (spatial, virtual tours, Bureau of Meteorology (BOM) data layers, user defined boundaries, data objects overlayed onto photos).
- Providing a way to communicate urgent work requests and approval requests.
- Using innovative technology to capture data for assets and assessments, for example:
- Site maps, building and floor plans generated by smart device camera, area measurements and North Point.
- Automated identification of objects, for example fire extinguisher or exit light.
- Online streaming, for example live stream of videos, live stream during plan generation, live stream with customer.
- Scan drawings to convert into maps and plans.
- Voice recognition.
- Electronic handwriting.
- Electronic signatures.
- Onsite drawing/sketches converted into electronic plans, for example allowing assessors to record additional information so that a return visit is not required. Using photographic evidence to support required works.
- Drawing overlayed on photos
- Improving the generation of assessment program of work quotes for customers
- Allowing “basic” onsite quotes to be generated for customers
- Improving the view of impacts on agency assets.
- Improving the planning, scheduling and monitoring of assessments.
- Empowering the users’ ability to organise and schedule assessments.
- Maximising time onsite and lessen time for data entry.
DHPW is issuing this RFI to:
- Further understand the market capability
- Determine who is interested in providing the solution
- Determine commercial viability and whether Suppliers can deliver what is needed within a reasonable timeframe, at scale and at a competitive price across the delivery lifecycle (which includes implementation through to ongoing licensing, support and maintenance)
- Understand innovative approaches to the provision of these services
- Inform a detailed business case
Responses to this RFI may also be used to:
- Inform a plan for procurement
- Shape any subsequent Invitations to Offer (ITO)

Prospective providers may elect to participate or not participate within this market sounding activity without impacting any subsequent procurement process that may be undertaken in the future. This is not a procurement process and there will be no element of evaluation. Any subsequent procurement process that may be undertaken by DHPW will be facilitated in accordance with the project documentation at the time.
DHPW is not seeking any of the following through this activity:
- corporate marketing information
- information that is general in nature
- intellectual property.
