Tender Overview

The State of Queensland (acting through the Department of State Development, Manufacturing, Infrastructure and Planning) is seeking qualified proponents to express interest in an opportunity to develop and hold a long-term lease over a site on the Gold Coast Spit comprising Lot 503 on WD6249 and proposed seabed lease.

This is the first state owned development site released to market since the endorsement of The Spit Master Plan. This site presents a unique waterfront mixed-use development opportunity located within one of Queensland’s premier tourist destinations. A key opportunity of this site is the associated wet lease which allows for new protected marina moorings within the Broadwater, a rarity along the Australian East Coast. This development will unlock private investment and contribute to bringing The Spit Master Plan to life.  

This opportunity, located within the Village Centre South precinct, responds to the following master plan outcomes:

  • 5.30 A plaza with a landscaped arbour provides a strong link between The Broadwater and the ocean. Ground floor shopping, dining and foyers activate the plaza, creating a promenade that enlivens the southern part of the Village Centre. A ferry terminal located at The Broadwater end of the promenade enhances access to The Spit.
  • 5.31 A mixed use retail, commercial, residential and short term accommodation development occupies the site to the south of the plaza, providing an active presence to the plaza’s edge, The Broadwater and Seaworld Drive. A new marina associated with the development provides for mooring of boats and accommodates a superyacht berthing facility. The jetty associated with the marina provides public access for pedestrians out over the water.

We are calling for proponents that  can demonstrate experience in the development and operation of projects of a similar nature and scale to that proposed for the Site.

Release of Notification No. 1: 

The notification is to highlight the requirement for Proponents to lodge the deed of acceptance to access the virtual data room in accordance with the instructions in the Request for Expression of Interest-Part A document, Section 5.3. Please refer to the Notification for further information.
