Tender Overview

 

The Queensland Government is seeking Proposals for For the Provision of an Integrated Software as a Service (SaaS) Platform and Implementation Partner Services to Deliver Compliance Monitoring, Enforcement and Licensing Software Solutions. It includes:

.

  • Provision of architectural services to determine an architectural solution that meets OIRs business requirements within the context of OIR’s architectural framework (e.g. information framework).
  • Provision an integrated, configurable and extensible cloud-based ‘As a Service’ platform capable of delivering reusable in-scope capabilities for WHS and ESO compliance and ESO licensing business areas (see 4.4 and 4.5 for illustrations of in-scope capabilities and business areas).
  • Provision of required end user platform software licence pricing for cloud-based platform for approximately 600 users.
  • Design and implement a device-agnostic solution on the platform to replace:
  • Existing applications used by WHS and ESO compliance and enforcement staff to monitor and enforce compliance, manage advisories and manage customer service and interactions.
  • Existing applications used to manage electrical licences.
  • Existing integrations within scope of above-mentioned applications to be replaced. Includes integrations to bespoke OIR applications and external applications.
  • Design and implement new integration requirements
  • Implementation and integration services, based on an Agile methodology, in collaboration with OIR IT and Business representatives
  • Testing services (unit, integration, system (in-sprint functional testing), regression, load and performance testing).
  • Provision and maintain all required environments to enable ongoing development and continuous improvement of the platform post go-live.
  • Ongoing support and enhancement of the platform and applications.
  • Delivery of a data management strategy and options to manage historical information from applications being replaced.
  • Data migration and data cleansing services based on selected option (see previous point)
  • Technical knowledge transfer to OIR permanent ICT staff
  • Technical documentation
  • User documentation
  • Training and Organisational Change Management services to support a large-scale rollout to 600+ staff geographically dispersed throughout Queensland
  • Reporting functionality
