Tender Overview

Responses are invited by The Department of Education (“the Department”) in relation to Invitation to Offer No. QED-103779 - Departmental Housing Management Solution.  This opportunity pertains to the implementation of a solution to administer and manage the Department’s Employee Housing Policy, which provides subsidised accommodation for teaching staff in rural and remote areas of Queensland. 

The Tenancy team uses the current Departmental Housing Management System (DHMS) to manually enter property, leasing, tenancy and employee related information into an aging 2000 Microsoft Access database.  This information is received via paper forms and documents from staff in over five hundred regions and schools.  The database is also used to assist HR in the recruitment of staff (where authorised) by providing information on properties available to staff, and to provide Finance with information related to Fringe Benefit Tax claims.

The current business and system processes to support the tenancy housing application process and collection of rent through TSS (HR & payroll system) are very complex, labour intensive and require significant manual data entry.  As such, the Department needs a departmental housing management system that is accessible to all stakeholders including schools, regions and Corporate services users, provides a single point of truth for data, and enables automation of currently manual paper-based application processes.

It is anticipated the new solution will replace all manual form handling, ensure consistency and accuracy of data entry and provide reliable data storage, through the solution’s web portal.  The current Microsoft Access database is the only system recording brief details of employee tenancy agreements and rental information.
