Section 1

Tender Overview

The Queensland Racing Integrity Commission (QRIC) is an independent statutory body which oversees the integrity and welfare standards of racing animals and participants in Queensland.

The Racing Science Centre (RSC) is an accredited facility recognised in the rules of racing across codes to provide integrated drug testing research, education and advisory services aimed at safeguarding the integrity of the Queensland racing industry.

The RSC laboratory is independently accredited by the National Association of Testing Authorities (NATA) to international quality standard ISO 17025 General requirements for the competence of testing and calibration laboratories consistent with racing laboratories in other national and international jurisdictions as required by the Australian Rules of Racing (Thoroughbred), Australian Harness Racing Rules and the Greyhound Australasia Rules.

The RSC tests approximately 21,000 samples per year for prohibited substances as defined in the Rules. The majority of RSC’s analytical methods, including anabolic steroid, corticosteroid, quaternary ammonium compounds and acid/base/neutral analysis, utilise automated solid phase extraction instrumentation for the extraction phase. In 2019 the units performed approximately 97k sample extractions.

The QRIC has issued this Invitation to Offer (ITO) with the objective of procuring the supply, commissioning and maintenance of a Liquid Handler (LH). The specification for the instrument package is detailed within Schedule 1 of the Contract Details document and includes a twelve (12) month Warranty Period post commissioning and ongoing annual Breakdown Repair and Preventative Maintenance Services for a period six (6) years post Warranty Period.
