The Queensland Government is seeking Proposals for The Provision of QBEIS Delivery Partner. It includes The Primary RFQ document, BSM Slice 2 High Level Requirements and BSM Slice 2 Scope.
Depending on requirements these services specifically include:
- an experienced, full service software delivery partner to complete the next major release (Release 2) of its consolidated and modernised biodiversity system “QBEIS” in the 2020/2021 financial year
- Transparent, structured and controlled agile delivery process to meet target velocity.
- Closely managed 20% scope change contingency on all user stories and technical tasks.
- From elaboration of stories (existing backlog), prioritisation, planning, design, coding, testing and deployment to production release, providing fortnightly showcases, checkpoint reporting and governance.
- Cohesive team with mature, professional, well-defined and established agile ‘ways of working’, minimal turnover, with Iteration Manager, tech lead, experienced team of developers (including senior developers) and business analysts, UI/UX designers, testers etc. required for target velocity.
- Continue delivery of Release 2, building upon first soft release and subsequent release planning.
- Using existing framework, practices and tooling, backlog (sized), code base (Angular JS), pipeline and standards.
- Prepare production environment (AWS), handover, go-live and coordinate with data migration work-stream in order to meet target state. Provide support and coaching to the organisation to adopt practices, integrate in-house Business Analyst and Developer/s to build internal team capability for system support, support Product Owner with scoping of MVP and management of scope to achieve time-boxed development, and work collaboratively with the ASDI Project Manager.
- Consideration of initial ramp-up, knowledge transfer and relationship building, demonstrating this in the cost modelling.
- Must be an end-to-end service provider, not a ‘body shop’ model of resourcing.
