Tender Overview

 

Submissions are invited by the State of Queensland, acting through the Department of Housing and Public Works (DHPW) in relation to the Early Market Engagement No. GGS_EME 0072 for the submission of proposals for the Contingent Workforce Management Solution as specified in this document.

The DHPW administers the RMS for the supply of information and communications technology Contingent Workers across the Queensland public sector. 

The RMS is comprised of a range of interrelated components which is underpinned by two different contractual arrangements:

  1. The supply of the VMS; and
  2. The supply of managed services and processes outsourcing with a Managed Services Provider (MSP).

The Department is conducting an assessment of potential market solutions to replace the technology platform underpinning the RMS, the Vendor Management System (VMS). 

DHPW are seeking innovative Submissions from the market to better understand potential solutions that will meet requirements to deliver a contemporary CWMS that is:

  • Modern, fit for purpose, stable, reliable, and compliant with departmental IT policies in order to ensure efficient collection, management, use and sharing data.
  • Highly configurable, and adaptable to industry and legislative changes;
  • Possesses extensible functionality that can be deployed in an incremental manner;
  • Delivers a contemporary user experience that empowers users to self-serve;
  • Is flexible, scalable and evergreen, preferably delivered under a Software-as-a-Service (SaaS) model;
  • Capable of interfacing and validating data against multiple internal and external data sources;
  • Able to deliver reporting, dashboards, data analytics and business intelligence;
  • Capable of automating and work flowing processes and dealings based on business rules;
  • Capable of providing online customer services via an online portal that links and auto populates information into the system; and
  • Able to interface with other internal and external platforms/systems through the use of standards-based integration services.
