Tender Overview

Dear Tenderer,  

Re:  Chiller Plant West (N80), Nathan campus

You are invited to submit an Expression of Interest to carry out all works associated with a new building, Chiller Plant West (N80), Nathan campus, Griffith University.

Expression of Interest close at 1.00pm on Tuesday the 9 June 2020 via the QTenders link 2558160276BCONSCAP associated with this project.  An Expression of Interest submitted late or by any other means than that nominated may not be accepted.

Please note that Expressions of Interest will not be opened publicly.

Enclosed with this letter of invitation is the Expression of Interest documents:

  • This Letter of Invitation
  • Appendix 1 Response Document
  • Drawings
  • Document Transmittal
  • Project Brief

The Building is anticipated to be in the order of 1300m2 split across two floors and additional site works. The building will house Chillers, Cooling Tower, Transformers, Low Voltage Switch Room and Generator. The building will replace the existing N45 Chiller house located in the heart of Campus.

The University is currently finalising the Design Documentation and propose to use AS 2124-1992 and Griffith University amending conditions as part of its Contract conditions.

The construction period is anticipated to commence in August 2020 with the anticipated completion of construction in March 2021.

It is the University’s intention to shortlist a maximum of four (4) – six (6) tenderers who will be invited to submit a proposal for construction.

The shortlist will be determined by response to the nominated selection criteria. No more than one (1) A4 page is to be provided in response to each.

Any queries relating to the Expression of Interest documents including drawings and specifications (if any) shall be submitted via email to the Project Manager, all responses shall be released via an Addendum through QTender.  

In evaluating your proposal, your responses to the information required to be submitted, as stated in the selection criteria, will be weighted as follows:

  • Mandatory Criteria (Companies must meet the below three (3) items below to be accepted.
    • Criteria One - PQC rating of three (3) or higher
    • Criteria Two - Previous Experience working within a live environment commensurate with a University.
    • Criteria Three - Demonstrated experience in new building work and major infrastructure installations similar in size, construction cost and nature. 
    • Criteria Four - Insurances
  • Qualitative Requirements
    • Criteria One - Demonstrated Company experience in new building work and major infrastructure installations similar in size, nature and construction cost and previous experience working within a live University environment
    • Criteria Two - Experience of key personnel with new building work and major infrastructure installations experience, similar in size, nature and construction cost and previous experience working within a live University environment                  

You are required to check that all Expression of Interest documents received match those listed on the accompanying Document Transmittal. Confirmation that you have received all the documents listed is to be provided to the Principal by signing a copy of the Transmittal where provided and returning it to the Project Manager.

Documents to be lodged as the Expression of Interest shall comprise;

  • Signed Transmittal Form acknowledging receipt of all the Expression of Interest Documents
  • Appendix 1 Evaluation Criteria and supporting documentation

The University reserves the right to seek additional information and/or clarification of any information provided by any organisation submitting an Expression of Interest and to seek the views of referees nominated herein and the organisations associated with any projects included in any documentation submitted with the Expression of Interest to assist it in assessing the submission.
