Section 1

Tender Overview

The Strategic Property Management (SPM) unit, within the Policy, Planning and Investment Division of Transport and Main Roads (TMR), is accountable for providing the vision, direction and strategic leadership for acquisition, management and disposal of property required for road and transport projects on behalf of TMR.  SPM provides property services across the end-to-end property lifecycle to support road and transport infrastructure projects.

SPM's business functions, processes and rules are predominantly driven by the Transport Infrastructure Act 1994, the Transport Planning and Coordination Act 1994, the Acquisition of Land Act 1967, the Land Act 1994 and Land Title Act 1994 amongst other legislation and policy specific to Queensland.

SPM's core function is to ensure land required for road and transport purposes is acquired and managed to support the successful delivery of the Queensland Transport and Roads Infrastructure Program (QTRIP).

SPM’s wider property functions include disposal of surplus property and broader property portfolio management to support government and community outcomes by facilitating better land use initiatives and realising opportunities to add value across the property lifecycle.

To enable SPM to carry out its core function in accordance with relevant legislation and policy, SPM depends upon a legacy, bespoke in-house custom-built ICT solution.

TMR is looking to identify available options for stabilising the systems and addressing associated risks, issues and challenges with its current solution.
