Invitation to Submit a Tender

Re:   Chiller Refurbishment, Queensland Conservatorium (S01), South Bank campus

You are invited to submit a tender to replace and update existing Mechanical systems at Queensland Conservatorium, Building S01 at South Bank campus, Griffith University. The Griffith University Queensland Conservatorium is known as ‘the centre’ for Performing (Musical) Arts within Brisbane and places within their ‘programmes’ are coveted. Therefore, the awarded Contractor needs to be aware that they will be working in a live environment with a sensitive user group.   

The Mechanical systems are currently being serviced by chillers and cooling towers, are approximately 26 years old and at end of their serviceable and economic life. Fit-for-purpose chillers and cooling towers with system updates and other improvements, will be installed.

Griffith University has commenced the procurement of two (2) Veolia Energy Technical Services Pty Ltd (Veolia/Trane) HSWA300 and one (1) off Veolia - Trane HSWA150 Water Cooled Chiller sets, which will be novated to the successful tenderer upon tender engagement, ready for delivery to site on Friday 24 July 2020. The intent is that Griffith University engage a Mechanically focused Contractor to act as the Principal Contractor, prior to the date nominated for Chiller delivery. This Principal Contractor will be responsible for the engagement of individuals to complete the associated builders works which is not within the licenced skill set of the Tenderer, with certification provided upon completion.

The successful tenderer is to pay all costs associated with the chiller supply tender, as per attached reference documents, including but not limited to supply, delivery, installation, commissioning, maintenance and warranty in order to provide a fully functional installation, as part of this Contract. The terms and conditions of the attached Tender documents are to take precedence over any special conditions that are included in the chiller supply Tender offer. Neil Heidon is the representative from Veolia/Trane however clarifications are to be directed via the nominated Griffith University representative, first. 

Key considerations are as follows:

  • Works will need to be planned carefully to limit downtime of Mechanical plant to minimise impact to on-going performances, practice and studies off staff students and the general public in and around the Queensland Conservatorium building.
  • Work Health and Safety Documentation requirements attached.

The SITE VISIT on the 5 June 2020 at 8am is MANDATORY. Contractors in attendance shall not bring more than two (2) representatives and shall RSVP two (2) business days prior. One additional site visit for the purposes of sub-contractor’s inspection is available at 8am on 10 June 2020. The meeting point is within the foyer next to Security. Every attendee shall adhere to relevant COVID-19 regulations and room/area population limitations as marked. No additional costs will be approved by the Superintendent or paid by the Principal due to any failure on your part to appreciate the extent of the project and its impact on adjacent buildings or facilities, or to evaluate any constraints on access to the site of the works.

You are required to check that all Tender documents received match those listed on the accompanying Document Transmittal. Confirmation that you have received all the documents listed is to be provided to the Principal by signing a copy of the Transmittal where provided and returning it to the Principal in accordance with the requirements of the General Conditions of Tendering.

Tenders close at on Friday 26 June 2020 at 1:00pm Wednesday 1 July 2020 at 1.00pm via the QTenders link 2558160277BCONSCAP1 associated with this project in accordance with the Conditions of Tender.  A Tender submitted late or by any other means than that nominated may not be accepted. Please note that Tenders will not be opened publicly.

Initially each Tenderer is to provide a conforming submission however if there are works contained within the scope of works that the Tenderer believes unnecessary or a more efficient method can be used; these are to be proposed and identified. If there are works contained within the scope of works that are beyond the Tenderer’s capacity or risk profile but requested these are to be clearly identified with the support of a Provisional Sum.

If you are unable to submit at Tender for whatever reason, you are requested to notify the person nominated above in writing stating the reason prior to the tender close date. This will assist in preparing the tender evaluation and will maintain your standing with the University as a potential tenderer for future works.

It is highly recommended that each Tenderer address the mandatory requirements plus both price and non-price criteria in their submission. Any queries relating to the tender documents including drawings and specifications (if any) shall be submitted via the QTenders link associated with this project. Possession of site will be from the date of the Letter of Acceptance unless noted otherwise.

The successful contractor will be appointed as the Principal Contractor and will negotiate access to the site with the Superintendent and campus representatives. Access is to be maintained to all areas of the campus during construction.
