Tender Overview

Tender Overview:

The Queensland Government is seeking expressions of interest from Proponents with demonstrated experience in developing, owning or operating facilities within, adjacent to or compatible with a marine or estuarine environment who are willing to design and construct improvements to the Cabbage Tree Creek trawler facilities and a portion of the harbour precinct to promote and support the seafood fishing industry.

The State is willing to offer lease tenure over the relevant portions of the Site. The State has not formed a concluded view of what length of lease arrangement would be appropriate and Proponents are invited to nominate their preferred lease arrangement relevant to their investment.

The Project must, among other things detailed in this EOI Invitation, and at no cost to the State:

  • replace existing trawler berth facilities which are reaching the end of their useful life with modern facilities that meet current safety and operational standards;
  • redevelop and activate underutilised areas of the Site to support the regions’ seafood fishing industry or other complimentary uses;
  • provide an opportunity for increased tourism to the Site through establishing a facility which encourages people to ‘buy seafood fresh from the trawler’;
  • deliver facilities which provide security of tenure for existing operators, with flow-on effects and opportunities for local employment;
  • deliver a development outcome on the Site in a timely manner.

Please note, Proponents are not required to provide a financial offer for the Site as part of the EOI Process.

The purpose of the EOI Process is to determine interest in the Site and, if sufficient, to shortlist Proponents based on their proposed development intent, concept and demonstrated capability and capacity to deliver a high-quality development at the Site.
