Tender Overview

Rail Grinding Services QRP-20-45A

QRP-020-45A - Notification of an impending Queensland Rail - Tender QRP-20-45B for the Supply of Rail Grinding Services is expected be issued in late September – early October 2020.

This tender is specific to the rail grinding services for mainline and turnout grinding. The term of the contract will be five years, with approximate per annum volumes listed below.

The successful contractor will be required to:

  1. Hold accreditation as a rail transport operator as defined in the Rail Safety National Law (Queensland) Act 2017 (Qld);
  2. Meet Queensland Rail operational interface requirements (including a completed operating plan, certified load tables and configuration certificates etc.);
  3. Negotiate an Access Agreement with Queensland Rail to traverse the network and attend work sites;
  4. Have access to sufficient facilities (including provisioning, maintenance, and storage facilities) to enable it to run train services and meet work requirements.
  5. Have relevant Safety and Environment Pre-qualification to category 1.

The access process may take several months depending on the particulars of the applicant’s operation. Contractors are encouraged to lodge a preliminary enquiry for access at the earliest opportunity when considering responding to the tender.

For pre-qualification ​Contractor Safety and Environment Management Program: Tenderers are advised they will be required to respond to a set of mandatory and non-mandatory questions listed within spreadsheet “MD-18-400 – Contractor Safety & Environment Prequalification Assessment: Category 1”.

Only an operator that can fulfil the requirements for Contractor Safety and Environment Management and Access (and can reasonably negotiate an Access Agreement with Queensland Rail) can be considered for the awarding of the rail grinding tender. All applicants will be subject to a best-fit evaluation against the Queensland Rail preferred operations model.
