Section 1

Tender Overview

The NHVR’s vision for National Payroll and Rostering Services is to:
Deliver a 'national payroll and rostering experience' in the NHVR to make the management of staff activities, rostering, timesheets, leave applications, Employee Self Service (ESS), payments, entitlement updates and payroll reporting more streamlined, with an integrated service and a single provider contact. The desire is to have a high level of automation and close integration between NHVR’s Dynamics 365 Finance & Operations and HR systems, and the new Payroll and Rostering services.
The NHVR’s preferred option is to implement an arrangement with a single services provider. However, the NHVR appreciates the complexity and challenges of implementing such an arrangement involving multiple service provisions and will consider alternative arrangements. For example one vendor providing a payroll service while another provides a rostering service, with an ability for services to be provided seamlessly and for the services provided to interface intrinsically. Any agreement flowing from such an arrangement would contain interdependencies meticulously linking the two agreements. In this situation NHVR would prefer to only have a single contact to organise and run the arrangement.
Flexibility and capability will need to be provided and managed by the service provider, to cater for:
• Changing industrial needs.
• Multiple enterprise agreements. (2 or more concurrently)
• Differing terms and conditions including multi state locations and time zones.
• Increased workforce numbers.
The NHVR is expanding its services and footprint across the country with new staff performing various functions under different enterprise agreements and catering for new enterprise agreements being negotiated for the future.
