Tender Overview

The Queensland Electricity Transmission Corporation Limited (A.C.N. 078 849 233) (Powerlink) requires the services of an experienced company to replace its Incident Management System (IMS) and provide ongoing support and maintenance.

Powerlink invites the Tenderer to submit a proposal for the delivery of the IMS as described in this Invitation to Tender (ITT).

The IMS solution shall be based on a common, cost-effective, scalable and high-performance platform that provides the ability to receive, investigate, manage and monitor incidents as part of Powerlink’s Network Operations. The Tenderer selected by Powerlink is expected to provide the software product(s) to support Powerlink’s requirements, as well as deliver implementation services and supporting services as specified.

In addition, Powerlink expects the new IMS solution to support the long-term vision of Network Operations. This includes optimising and automating network management as well as streamlining processes across Network Operations to enhance effectiveness and collaboration. As part of the Network Operations ecosystem, the new IMS solution is expected to be a foundation for future agility, flexibility and innovation in relation to managing complex network incidents.

Powerlink’s current incident management model was initially introduced in year 2000, whereby responsibility for the management of network incidents was centred within one dedicated team: the Network Incident Management Team (NIMT). Powerlink’s NIMT aims to record, maintain, communicate and manage the completion of incidents and events that occur, or have the potential to occur, on all operational networks. The NIMT assists in delivering reliable and safe electricity to nearly 4 million Queenslanders.

The teams operating within the NIMT function rely on a number of systems and tools that have been developed and utilised to effectively deliver Powerlink’s incident management capabilities, including SAP CRM 7 (which is the main tool used to support the incident management process) that is soon coming to an end of life. However, the integration of these systems and tools with the Network Operations landscape has so far been limited and, thus, does not provide the required support for effectiveness and collaboration across involved stakeholders and customers.

Powerlink’s expected outcomes of implementing a new IMS solution include:

  •  Increased support for the incident management process, including more proactive network risk management, reduction of incident response times, more efficient information gathering and workflow capabilities due to centralisation of systems etc.;
  •  Improved communication and information sharing across stakeholders and customers, including, for example, increased visibility of incident status and ongoing rectification activities; and
  •  A closed-loop process across involved teams and systems in the Network Operations landscape for the reporting and creation of incidents, continuous monitoring and closure. This supports improved incident resolution based on accurate, close to real-time, information.
