Tender Overview

Working from home has necessitated a significant increase in electronic approvals and signatures.

The Customer has issued this Invitation to Offer with the objectives of implementing

  • a digital signature solution that addresses the following key three risks:
    • authenticity of signatory – we want to ensure that we can prove the document was signed by an identifiable person;
    • approval – we want to ensure we can prove that by affixing their signature, that person approved the contents of the document; and
    • integrity of the document – we want to ensure that the document has not been altered since it was signed.
  • a resilient, secure solution, preferably software-as-a-service and preferably hosted within Australia.
  • a solution that enables compliance with the Electronic Transactions (Queensland) Act 2001 specifically:
    • the signature identifies the person and indicates their intention
    • the signature is as reliable as appropriate for the purposes for which it is used
    • the person receiving the document consents to that party using an electronic signature.
  • A highly useable, intuitive solution that enables licences to be easily transferred between the Customer’s users as required.
  • The solution must allow the end user the ability to provide a digital signature without installing software or paying for a software licence.
  • The software licencing model must be flexible allowing the customer to purchase licences as required with a monthly or quarterly true up.

The Customer intends to undertake a streamlined Invitation to Offer process by requesting standard product documentation on functionality and technical and security specifications. The Customer intends to fast-track shortlisting evaluation by reviewing pre-recorded product demonstration videos first.

Whilst this Invitation to Offer is for the intended purpose of establishing a contract with the Department of Housing and Public Works, if your consent is provided in Schedule 2 Form A, your offer may be shared with other Queensland Government agencies and entities interested in establishing a similar arrangement. This Invitation to Offer and its outcomes may be leveraged by other agencies to enable direct to contract negotiations, however all other Queensland Government agencies and entities reserve their right to conduct their own sourcing, evaluation and contract negotiation process.
