Section 1

Tender Overview

Tenders are invited to establish a Supplier Arrangement for the provision of traffic control services.

Traffic control services are utilised by multiple branches across Council in support of a variety of operational and maintenance activities, including major construction projects, road works, and events.

Council is interested in automated traffic control solutions where appropriate.

The tender is structured into three categories, in line with the Department of Transport and Main Roads (DTMR) Traffic Management Registration Scheme.

  • Category A – Traffic Control Management
    • DTMR Registrations: Operation of Traffic Control (O), and Set-up / Implementation of Traffic Guidance Schemes (S);
  • Category B – Traffic Management Plan & Guidance Scheme Design
    • DTMR Registration: Design, presentation and review of Traffic Management Plans (TMPs) and Traffic Guidance Scheme (TGS) documentation (D)
  • Category C – Barrier Certification Services
    • DTMR Registration: Certification, design installation and set out of safety barriers on both static and long term sites.

Respondents are invited to submit tenders for one or more categories.

Council intends that this new Supplier Arrangement is efficient and effective, with the final number of suppliers in each category sufficient to meet Council’s requirements without excess.

Respondents must have capability and experience in the relevant categories, and demonstrate sound Workplace Health and Safety practices.

This Supplier Arrangement will be established for an initial period of two (2) years, with the option of a further three (3) twelve (12) month extensions.

Respondents are to note that at least one other local Government agency (Unity Water) has expressed an intention that they may utilise this Arrangement.  Further Government agencies may also access the Arrangement subject to mutual agreement by all parties.

Inclusion onto this Supplier Arrangement does not provide a guarantee of supply during the term of this Arrangement.
