Tender Overview

~~The Queensland Government is committed to reforming the youth justice system to make our communities safer, address the causes of offending and reduce youth crime in Queensland.
In December 2018, The Working Together Changing the Story: Youth Justice Strategy 2019-23 (the Youth Justice Strategy) was launched, providing a framework for strengthening the prevention, early intervention and rehabilitation responses to youth crime in Queensland.
On 25 July 2019, the Youth Justice Strategy Action Plan 2019-2021 was released. This plan sets out the practical steps for implementing the Youth Justice Strategy and continuing the youth justice system reforms.
The focus of the current youth justice reforms is on keeping communities safe by tackling youth offending, preventing offending, reducing re-offending and remand and in particular, reducing the number of young people held on remand in police watch houses. Specialist Multi-Agency Response Teams (SMART) are a key initiative to support the delivery of these outcomesSMART are localised interagency partnerships between key government departments, chaired by Department of Youth Justice with Queensland Health, Department of Education, Department of Child Safety, Youth and Women and cultural representatives. SMART panels facilitate multi-agency assessment and responses to young people’s wellbeing, needs and factors that may contribute to their offending.
The SMART Coordinator is a critical component of the SMART partnership and is a designated outsourced service delivery position that coordinates the work of the panel, from administrative functions to follow-up contact with young people and families arising from panel assessments and support coordination. A description of the minimum duties anticipated to be delivered in this role is featured in section 3.
The SMART Coordinator is not a case worker. Case management work is undertaken by agencies with a statutory function or delivered by other partner agencies with this designated purpose.
The scope of this tender is to source a suitable supplier(s) to deliver SMART Coordinator services with intended impacts of:
• a decrease in youth reoffending;
• breaking entrenched criminal behaviour;
• young people have an improved connection to their family, kinship and culture;
• addressing the concerns of community and victims of crime; and
• positive narratives about young people appearing in the community.
