Section 1

Tender Overview

The Queensland Government is seeking Proposals for
SCADA Upgrade at Palm Island water facilities. It includes Water Treatment Plant (WTP), Wastewater Treatment Plant (WWTP) and Sewage Pump Station (SPS). 

A suitably qualified, experienced and resourced contractor to provide system engineering support and related services to design, supply, install, test and commission a SCADA and Telemetry System as detailed throughout the scope of works.

The wholistic SCADA upgrade which includes the WTP, WWTP, SPS’s, Water Storage Reservoirs and Raw Water Supply Dams are to allow remote access, operation, control and programming.

The scope of works includes but is not limited to: 

  1. SCADA system engineering and design:a.    System architecture that prevents remote access users from possible infection or corruption of the SCADA system hardware, software and programs, b.    Supply of all system coding
  2. Network design,
  3. Provision of SCADA Software,
  4. Standardised supply of hardware from one manufacturer for system consistency (where practical and possible),
  5. Robust hardware design with consideration to possible theft and vandalism,
  6. Integration of all new assets and removal of redundant assets to HMI screens (where applicable),
  7. Provision of computer & screen/s, installation of new software and integration of all new systems to the dedicated control room at the Council WWTP office on Wallaby Point Rd,
  8. Testing, certifying, commissioning, documentation and complete handover of all new and upgraded systems,
  9. System Warranties,
  10. Operator Training,
  11. 12-month service level agreement offering operator support and ensuring each system runs as per the original design intent.
