Section 1

Tender Overview

Council wishes to establish a Material Recovery Facility (MRF) at Cooney Road, Bli Bli. 

The purpose of the MRF is to process Recyclables, Bulk Cardboard and other Recyclables. 

Tenders are invited for the delivery of the MRF.  The Contractor will be required to design and construct the MRF building and to design, supply, install, test, certify and commission the MRF in accordance with the requirements described in the Specification.

At the sole discretion of Council, delivery will be awarded in accordance with either of the following Separable Portions:

Option 1:         Design and Construction of operational MRF

The Contractor will be responsible for design and construct of the MRF.  Council will be responsible for operation and maintenance of the MRF. 

These works will form a lump sum contract.  Council will fund the capital cost of the MRF building and the MRF.

Option 2:         Design and Construction of operational MRF and Operate and Maintain the facility

The Contractor will be required to design, construct, operate and maintain the MRF. 

The design and construct works will form a lump sum contract.  Council will fund the capital cost of the MRF building and the MRF. 

Provision is included in Schedule 6 - Appendix 4 - Design Construct Operate and Maintain Pricing Schedule, for Respondents to provide a MRF Capital Recovery cost.  Providing a MRF Capital Recovery cost is an option for Respondents to include and is not a requirement for a conforming tender. The MRF Capital Recovery is to represent the MRF capital cost component only and is not to include the MRF building capital costs. 

Consideration of this option is at the sole discretion of Council.  Where Council determines to accept the Capital Recovery cost the Council will fund the lump sum costs for the MRF building and the MRF operator will fund the MRF capital costs. 

The MRF operator will be required to enter into a lease over the facility for the term of the contract.

All tendered Operate and Maintain options will undergo a rigorous financial analysis and evaluation process to ensure favourable long-term return outcomes are achievable for Council and the Operator.

Council wishes to pursue funding assistance for the delivery of the MRF and encourages Respondents to propose options that can provide grant funding opportunities.

Design and Construction of an operational facility is required by no later than 9 July 2022.
