Tender Overview

The State is seeking expressions of interest from Proponents with demonstrated experience in developing, owning and operating a commercial barge service who are willing to establish a new service from the Redcliffe Peninsular to Moreton Island (Mulgumpin) (the Project).

The Redcliffe Peninsular adjoins Moreton Bay with kilometres of shoreline adjoining the picturesque Moreton Bay to the east. The Peninsular is located approximately 40km from the Brisbane CBD, covers an area in excess of 25 square kilometres and has a population of more than 50,000 people.

Moreton Island (Mulgumpin) is a 37 km long, 10 km wide wedge-shaped sand island located on the eastern edge of Moreton Bay in south east Queensland. A large part of the island is protected and dedicated as national park. The island is surrounded by Moreton Bay Marine Park, which extends west to the mainland. 

The Department of Environment and Science is a party to joint management arrangements for Moreton Island's (Mulgumpin) National Park Recreation Area and is responsible for management of the Moreton Island Recreation Area under the Recreation Areas Management Act 2006 (Qld).

The State proposes to contribute up to $4 million towards enabling infrastructure relating to the development and implementation of a regular and reliable barge service to Moreton Island (Mulgumpin). Further details regarding the allocation of any State funding will be outlined in a future procurement activity if the project has sufficient interest to proceed.

The Project must, among other things detailed in this EOI Invitation, and at no additional cost to the State beyond the abovementioned $4 million contribution:

  • deliver a reliable, efficient, safe and regular vehicle and pedestrian barge service between the mainland and Moreton Island;
  • establish any necessary infrastructure on both the mainland and Moreton Island (if required);
  • provide for a range of users to access the island including those with commercial, residential and tourism interests, both public and private;
  • provide an opportunity for increased tourism activities, with benefits being realised at both the mainland landing area and Moreton Island;
  • deliver the service in a timely manner; and
  • comply with all relevant laws, policies and approvals.

Please note, Proponents are not required to provide a financial offer as part of the EOI Process.

The purpose of the EOI Process is to determine whether there is interest in the Project. If sufficient interest is received, the State may undertake further inquiry into concepts proposed before deciding to undertake any further procurement activity in relation to the Moreton Island Barge. Proponents are to refer to Sections 9 and 10 of this EOI which further outline the Evaluation Criteria and information required to be submitted as part of a Proponent’s EOI Response.
