Section 1

Tender Overview

The Queensland Government is seeking Proposals for the provision of a COTS (Commercial Off The Shelf) School Ticketing and Tracking Solution. It includes a fit-for-purpose bus ticketing and tracking technology platform to underpin better management of contracts with bus operators in Queensland providing school transport services to the Queensland Department of Transport and Main Roads.

Depending on requirements these goods / services specifically include:

  • Commercial Off-The-Shelf  (COTS) Hardware required to install/uninstall and run the technology platform, and Hardware maintenance and support;
  • COTS Software As A Service (SaaS) required to underpin the technology platform including SaaS maintenance and support;
  • System Integration Services to interface the technology platform with existing TMR IT systems;
  • Telecommunication services - data transfer via 3G/4G/5G or a similar data carriage service;
  • ICT Professional Services – developing processes and documents necessary to provide the above ICT Products and Services, including training to bus operators and internal TMR users as it may be required. 
  • Ancillary Services – to assist TMR with implementation of the technology platform with PSSC bus operators across the state of Queensland including coordination of contract management effort, hardware logistics, maintenance and support

It does not include:

  • Implementation of the technology platform on to Bus Operators providing services in South East Queensland under IMTSCs and qconnect service contracts in 18 regional areas across Queensland; these operators fall under the Smart Ticketing project which is replacing the current go card system 
  • Business process re-engineering of the current operating model for PSSC Bus Operators 
  • Software development – it is TMR’s intent to work with the existing COTS functionality provided by the Solution; if there is some unavoidable software development it is to be kept to an absolute minimum and provided free of charge 
  • TMR internal organisational change management
