Section 1

Tender Overview

The Department of Environment and Science has a road network through Clemant State Forest that allows public access to Toomulla Beach via the Clemant Eastern Beach Access Road and the Clemant Eastern Toomulla Beach Road.

Main Road Access to Eastern Beach Road have been badly washout due to extreme heavy rain event (2m in one week) during the monsoon/flooding in Townsville. The 3 Km road access to the beach front is impossible by road, public have made new tracks through vegetation to get access to the beach.

Earthmoving contractors to cart martials and grade the Main Beach Road in of Clemant Park is required. This will cater for the current and future visitation in Clemant. 

Works are to be completed by 30 June 2021.

Refer to Attachment 1 (Project Brief/Scope of Works) for details, maps, etc. Summary as below:

The scope of works is to repair three sections of the Clemant track network to a trafficable standard (see Map 1, Section 4):

  1. The beach track – The beach track will need to be completed to a standard where it is trafficable by conventional vehicle during the dry season. This section of track is approximately 2.7km in length. The track is in poor condition with considerable scouring and currently only trafficable by 4WD vehicles. This section will require:
    1. Gravel to be carted and spread along badly eroded sections of the track
    2. Positive cross-sectional drainage to be applied to track by crowning road and construction of earthen water diverters (whoa boys).
  2. The hut track – The hut access track will need to be completed to a standard where it is trafficable by conventional vehicle. This section of track is approximately 2km in length and in reasonable condition, therefore will only require minimal cartage of material and grader work.
  3. Northern boundary access track – This section will need to be completed to a standard where it is trafficable by 4WD light truck during the dry season. This track is approximately 1.4km in length and in poor condition. This section will require:
    1. Rock fill to be carted and spread in washed out gullies
    2. Minimal cartage of material and grader work

The scope of works is to include the supply and/or operation of all materials, labour, equipment and machinery necessary to complete the repairs.

All rubbish and excess material are to be removed from the site.
