Section 1

Tender Overview

The Department of Transport and Main Roads (TMR) is seeking Offers for the Mobile Phone and Seatbelt Safety Technology Invitation to Offer (ITO No. TMRICTSOA20110). TMR in conjunction with Queensland Police Service (QPS) are constantly exploring opportunities to improve road safety by implementing evidence-based policy, education, technology, regulatory and enforcement initiatives.

TMR is establishing a Standing Offer Arrangement for Mobile Phone and Seatbelt Safety Technology to be used by TMR and QPS. TMR is seeking to implement three separate technical solutions under three Separable Portions to encourage positive behaviour change in order to reduce road trauma resulting from illegal mobile phone use and failure to wear seatbelts.

The first two solutions will introduce automated camera enforcement of mobile phone and seatbelt offences in the form of either a Portable Solution (Separable Portion 1) and/or Fixed Solution (Separable Portion 2). The introduction of portable and fixed camera enforcement solutions seeks to increase the level of general deterrence among road users with the objective of reducing the likelihood of offences being committed. The third solution, with a working title of 'Phone Awareness Monitor' (Separable Portion 3), will provide real-time messaging to drivers, in either a visual, aural or other format, to discourage them from illegal mobile phone use. TMR understands this third solution may currently be in various stages of design or production, including concept phase, and seeks innovative ideas from the market to deliver a solution which effectively 'nudges' drivers to correct their driving behaviour.

A Briefing Session will be held via video conference at 10:00am (AEST) on 21 December 2020. Suppliers wishing to attend this Briefing Session must notify the ICT Procurement Specialist by 10:00am (AEST) on 18 December 2020 in writing via email to register.

Please note that the TMR Tender Moratorium Policy restricts procurement activities over the Christmas and New Year period, with no tenders to be released between 11 December 2020 and 8 January 2021. Although clarifications can be submitted during this period, responses may not be provided until the 11 January 2021 at the earliest.
