The National Heavy Vehicle Regulator (NHVR) intends to trial mobile Automatic Number Plate Recognition (ANPR) camera technology to facilitate the monitoring and interception of high-risk heavy vehicles, operators and journeys. The NHVR aims to regulate the heavy vehicle industry by undertaking compliance activities in a nationally consistent, risk-based, proportionate and effective manner. To achieve this, the NHVR currently leverages from a fixed National Safety Camera Network (NSCN) which provides for cross border journey oversight by heavy vehicles, encourages behavioural change of non-compliant drivers and operators across Australia, improves the Regulator’s capability to establish compliance benchmarks and increases the likelihood of detecting unsafe vehicles. Mobile ANPR technology will complement the fixed NSCN by improving NHVR’s intelligence-led, risk-based compliance activities.
Market based information regarding the following types of mobile camera technology is sought by NHVR:
Captured heavy vehicle meta data including vehicle number plate, date, time and direction of travel will then need to be made available to NHVR’s officers and IT environment to complement existing information in the Safety and Compliance Regulatory Platform. NHVR encourages respondents to provide as much information as possible in this RFI process to assist with the formulation of the full specifications for release in the resultant Request for Quote.
