Tender Overview

Advanced Market Notice

The purpose of this notice is to advise the market that Brisbane City Council (Council) is planning to establish a new environment and capability to support the digital transformation of Council services. One of the major business applications (Development and Regulatory Tracking, or DART) and other supporting applications for compliance, regulatory and development services will be replaced through this program. Development Services (DS) and Compliance and Regulatory Services (CARS) use the DART application to uphold the city’s safety and amenity standards and to assess development applications.

Council will be commencing a Request for Proposal procurement process to source a Microsoft Platform and Solutions Partner to deliver the following services and solutions:

  • establish and manage the Enterprise Business Platform (EBP)
  • implement the support operating model
  • provide a capability uplift to transition support to Council as required
  • implement viable working solutions on the EBP to replace the DART application
  • provide DevOps services for the implemented solutions as required
  • provide Microsoft and third-party software licensing options.

Council encourages participation from individual organisations or consortiums (with a Prime Tenderer) who have the capability and capacity to deliver the services and solutions.

Key dates* in the anticipated procurement schedule are as follows:

  • Date of RFP release to market: Week of 15 February 2021
  • Date of Industry Briefing: 24 February 2021 at 10:00am AEST via Microsoft Teams
  • Date of RFP closing: 7 April 2021

The RFP will be released on the Brisbane City Council's Supplier Portal. It will not be available for download on Q-Tenders. Interested suppliers must register on Brisbane City Council's Supplier Portal to download the tender documents once it is released.
