The Grazing Resilience and Sustainable Solutions (GRASS) Program was initiated in 2019 under the Queensland Reef Water Quality Program (QRWQP) through the Office of Great Barrier Reef (OGBR), Department of Environment and Science (DES).  The program is delivered jointly by program partners: NQ Dry Tropics, Fitzroy Basin Association, Burnett Mary Regional Group Pty Ltd and the Department of Agriculture and Fisheries, with overall governance and reporting through DES.

The $6.073 million program aims to improve poor and degraded land by delivering one-on-one support for graziers in the Burdekin, Fitzroy, and Burnett Mary regions through the development of tailored Action Plans for Land Management (APLM) and includes $1.78 million in financial incentives for infrastructure improvements. The GRASS program also helps graziers understand and operate comfortably in a regulated environment (i.e., meeting minimum standards).

A mid-term review of the program will assess GRASS against the program’s objectives, identify improvements and look toward the value proposition and options for continued investment and delivery models post 2022 for the QRWQP, program partners and the grazing industry.

The scope of work for this evaluation will be covered in three parts:

  • Part 1 - Review the current implementation of the GRASS program.
  • Part 2 - Develop practical recommendations for enhanced program management and delivery under the current program to 30 June 2022.
  • Part 3 - Identify opportunities to enhance the strategic positioning of GRASS to inform potential extension of the program.
