Section 1

Tender Overview

The Department of Resources is responsible for implementing the election commitment to deliver a Queensland Resource Industry Development Plan (QRIDP). It is important that the QRIDP is predicated on a strong understanding of the future trends affecting the coal, petroleum and gas, and minerals sectors.

The Department of Resources is seeking a suitable supplier with expertise in analysing economic, social, environmental and other trends and their impact on Queensland’s resources sector over the next 5, 10 and 30 years (to 2050). This will include an examination of global megatrends, including the impacts of climate change as well as data and digital megatrends including automation and industry 4.0.

The suitable supplier will undertake a megatrends analysis of the factors that will affect the Queensland resources sector over the next 5, 10 and 30 years. Megatrends are important patterns of change occurring over the coming decades; they present both risks and opportunities for Queensland’s resources sector. These megatrends relate to social, economic, environmental, technological and political drivers.

The suitable supplier will combine analysis and consultation to assess the opportunities and threats posed by future megatrends, and the strengths and weaknesses of the Queensland resources sector. The suitable supplier will also be required to provide recommended targets for industry growth and the future of Queensland’s resources sector, based on the megatrends analysis.

The suitable supplier will deliver an initial project scope, full draft report and finalised report. The final report will outline the outcomes of the study, and will be used to develop the QRIDP.
