Section 1

Tender Overview

Port of Townsville (the Port) is responsible for port operations at Townsville and Lucinda as well as pilotage services at Abbot Point.  The Port is seeking software for its Integrated Management System (IMS) to manage its regulatory obligations, risks, audits, actions and event (incident) management in accordance with International and Australian standards.

Specifically, the standards to be managed within the IMS are:

  1. ISO 31000 – Risk Management
  2. ISO 9001 - Quality Management System;
  3. ISO 45001 - Occupational Health & Safety Management System;
  4. ISO 14001 - Environmental Management System; and
  5. ISO 27001 - Information Security Management System.

The Port has issued this Invitation to Offer with the objectives of:

  1. Obtaining software for its IMS system:
    1. that is a commercial off the shelf system with a modern UI design, ease of use, and ability to use in the office and field without sacrificing functionality;
    2. that is a fully digital system allowing both Port and third party access to remove the need for paper based workflow;
    3. that enables standardisation of IMS functionality e.g. recording an incident across all Port operations and Standards;
    4. that moves the Port from a compliance viewpoint to an assurance based approach;
    5. that uses appropriate levels of notification to staff to allow them to manage IMS based workload without overwhelming them;
    6. that recognises the Port is a Head of Power and has obligation and condition management requirements specific to that Power; and
    7. that provides best practice processes out of the box.
  2. Obtaining implementation services to ensure the IMS system is operational in a timely, functional and cost effective manner;
  3. Obtaining a supplier that can act as a partner and provide experience based guidance on best practices with a view to improving Port’s processes.

The Port’s preference is delivery of IMS solution(s) via Software as a Service.  The Port will also consider Hosted and On Premise solutions.

Indicative timetable - Indicative timetable (subject to change)

  • Invitation issued -  Wednesday 31st March, 2021.
  • Briefing Session - Wednesday 7th April, 2021.
    • Briefing session - The Port will hold a briefing session at 9:30am (Qld Time), Wednesday 7th April via Microsoft Teams. It is NOT mandatory for Suppliers to attend the briefing session in order to submit an offer.
    • A maximum of two representatives from each supplier can attend the briefing, with names and contact details provided via tenderlodgements@townsville-port.com.au by 12:00pm (AEST Time), Tuesday 6th April, 2021.

  • Closing date for questions - Wednesday 14th April, 2021.
  • Closing date and time for offers - 1:00 pm (AEST Time) Friday 30th April, 2021.
  • Intended completion date for shortlisting of Suppliers - Friday 14th May, 2021.
  • System demonstration by shortlisted suppliers - Monday 24th May – Friday 4th June 2021.
  • Intended completion date for evaluation - Friday 18th June, 2021.
  • Intended date for formal notification of successful Supplier - Friday 25th June, 2021.
  • Intended implementation period - Monday August 2nd  – Friday 26th November, 2021.
