Tender Overview

Invitation to Tender No. RFT0324

RFT0324 - Aquatic Centre Management Services

Gympie Regional Council (Council) is seeking Tender Responses from suitable suppliers to manage, operate and grow four (4) Council Aquatic Centres to maximise benefits for the community.
Tenders are invited for the management and operation of:
1. the Gympie Aquatic Recreation Centre (Gympie ARC);
2. Goomeri Public Pool;
3. Kandanga Public Pool; and
4. Tin Can Bay Public Pool.

The tender comprises four (4) Separable Portions, one for each of the aforementioned Aquatic Centres.
Respondents are invited to submit Tenders for one (1), two (2), three (3) or four (4) of the Separable Portions. There is no limitation on the number of Aquatic Centres that can be won by an individual Respondent.
The Contract(s) will be established for an initial period of five (5) years. Council may extend the term of this Contract for a further period(s) of up to five (5) years at the sole discretion of Council.

Tenderers must be registered with the VendorPanel site to be able to download documents, request information and submit a Tender.

Suitably endorsed Tenders close at the below website address at 2pm on 18 May 2021. In accordance with s228(8) of the Local Government Regulation 2012 (Regulation), Council may decide not to accept any tenders it receives.

In accordance with s288(9) of the Regulation any accepted tender must be the one deemed most advantageous to Council. It is noted that the lowest price tender may not be the most advantageous.

Probity Environment
In the preparation of any Tender, Prospective Respondents should consider the following:
i. All requests for assistance, advice, clarifications and/or further information should be directed to the contact point contained in Schedule 1 Item 5 of this Invitation to Tender.
ii. Direct contact with any elected member or employee of Council regarding any part of this Tender, other than those listed in Schedule 1 Item 5, is prohibited.
iii. Any prohibited contact with an employee or elected member of Council may result in the Respondent or Prospective Respondent and their Tender being disqualified from the Tender Process.
iv. The Tender Process Terms will take precedence over information contained in this part in the event of conflict between the two.

Special Tender Process Terms
i. A Respondent may lodge an Alternative Tender for the Service provided that:
a. the Alternative Tender is lodged by the Closing Date; and
b. the Respondent has lodged a Conforming Tender for the Service.
ii. Prospective Respondents and Respondents are advised that Gympie Regional Council (Council) will be submitting a Tender Response (internal bid) to this Invitation to Tender. Council’s internal bid team is independent of Council’s tender evaluation team.
iii. The procurement process for RFT0324 Aquatic Centre Management Services will be overseen by an independent external Probity Advisor.
iv. In accordance with Section 228(7) of the Local Government Regulation 2012, Council reserves the right to:
a. change the tender specifications if required; and
b. invite all Tenderers to change their Tender Responses to take account of a change in the tender specifications, before making a decision on the Tender Responses.

An informational tour will be conducted covering all four (4) Aquatic Centres commencing at 8:30am, at Goomeri Public Pool and concluding at Tin Can Bay Public Pool. It is not mandatory to attend the The Tender Information Session (informational tour).
Respondents are required to register their attendance for the Information Session via email to darren.hillier@gympie.qld.gov.au, advising which Aquatic Centre(s) they wish to tour.
The meeting point for each Aquatic Centre will be outside the front gate at the allotted time.
Council is following strict guidelines for hygiene and social distancing in response to COVID-19.
Council requires that you do not attend if ANY OF THE FOLLOWING APPLIES TO YOU:
• Have been in a COVID-19 hotspot in the last 14 days;
• You have been overseas in the past 14 days; or
• You have had contact with anyone who has tested positive for novel coronavirus (COVID-19).
• If you are feeling unwell with Flu like symptoms.
