Tender Overview |

Powerlink Queensland is undertaking a Next Generation Network Operations (NGNO) Program in order to modernise its operational capability by creating an integrated set of contemporary technology systems, data management practices and processes that provide efficient operation of Powerlink’s high voltage transmission network. The cornerstone of the NGNO program is the Advanced Energy Management System (AEMS) – which is replacing Powerlink’s end-of-life SCADA platform[1]. The AEMS is used to operate the network via real time control of equipment, and it contains a data model of the network that is used for prediction of power flows and market conditions, contingency analysis and automation of advanced network control schemes. In order to construct this model and to maintain its currency as the physical transmission network changes, the AEMS needs to have its data model constantly updated from various sources. The Data Integration and Management Application (DIMA) platform performs this function, via a number of sub-functions which include:
As the current DIMA2 platform has evolved organically to meet these growing requirements as both the Transmission Network and the amount of data needed to manage the Transmission Network have grown, the current platform has a number of limitations and impediments that were not envisioned during its previous design. The development of DIMA3 is subject to uncertainty and a number of constraints, including the following:
Powerlink is seeking to engage with organisations that have the capabilities (both skills and capacity) necessary to develop DIMA3 in a constrained, uncertain environment to:
[1] This denotes both a SCADA control system as well as several other Power System Applications written for Transmission Network Management. |
