Tender Overview

The Queensland Police Service (QPS) intends to issue an Invitation to Offer (ITO) to the supply market within the next two months. This invitation will lead to the establishment of a Standing Offer Arrangement (SOA) between the QPS and a successful Offeror for the supply of INTEGRATED LOAD BEARING VESTS (ILBV) AND SUPPORT SERVICES.

The QPS is seeking an ILBV that:

  • combines ballistic, stab and slash resistance with load bearing capability for carriage of police accoutrements;
  • includes removable high visibility features;
  • is suitable to be worn by frontline officers for every operational shift (minimum 8 hours) in any Queensland climatic condition (including very humid, dry, hot or cold environments);
  • has heat mitigation abilities;
  • is designed to minimise garment weight (when fully kitted out) for comfort, safety, function, form, fit and manoeuvrability;
  • is easily and quickly laundered to ensure garment availability and hygiene;
  • is available in a variety of unisex sizes that meets QPS’ diverse workforce.

Further information in relation to QPS requirements will be detailed in the ITO documents available upon ITO release.

The QPS will provide a six (6) week period for potential Offerors to prepare and submit their response. Offerors will be required to deliver (1) sample ILBV garment (per design) to a QPS nominated Brisbane location as part of their offer. It is the responsibility of the Offeror to supply, deliver and collect the sample at their own expense. No accoutrement pouches are to be provided with the sample garment.

A virtual Industry Briefing will be conducted within 7-10 days of the ITO release. Further details including registrations will be detailed into the ITO.

The estimated date of award for the SOA will be March 2022.
