Suppliers are invited by the Customer to submit an offer for Invitation to Offer No. QBCC2021175 for the provision of reinsurance brokerage services to assist the Customer to achieve its goals and objectives, as specified in 1.2.5 and Part B – Contract Details document.
The Customer is committed to advancing the economic, environmental and social objectives of the Queensland Government, including, maximising Queensland suppliers’ opportunities to participate in government business, supporting regional and remote economies, and doing business with ethically, environmentally and socially responsible suppliers.
The scope of the potential Contract will cover the following requirements:
• Formulate an appropriate marketing strategy for the annual renewal of QBCC’s reinsurance program
• Prepare presentations and submissions to reinsurers in conjunction with the Scheme Actuary
• Negotiate placement of the reinsurance program with existing reinsurers, and if required potential new reinsurers
• Finalise placement of the authorised program including production of reinsurance documentation including signed contracts
• Monitoring and informing QBCC of changes in the reinsurance market which may affect reinsurance for the Queensland Home Warranty Scheme, and recommending appropriate responses to such changes to QBCC management and the QBC Board and its Insurance Committee
• Provide general insurance information and advice regarding emerging or relevant topical issues
• Monitoring and informing the QBCC of risks or issues related to QBCC’s reinsurers, including but not limited to financial rating and ownership, and any other intelligence which may affect QBCC’s reinsurance arrangements
• Monthly bordereaux with all reinsurers, including former reinsurers, including but not limited to the settlement of any reinsurance claims recoveries on behalf of QBCC
• Provide feedback to assist in the annual review of the QBCC’s Reinsurance Management Strategy
• Presentations to the QBC Board and its Insurance Committee, and other stakeholders if required
• If required, provide advice and recommendations regarding alternate reinsurance options or structures
• If substantial changes occur to the cover provided by the Queensland Home Warranty Scheme, formulate an appropriate marketing strategy for the placement of QBCC’s reinsurance program
