Tender Overview

Suppliers are invited by the Customer to submit an offer for Invitation to Offer No. QBCC2020283 for the provision of license card printing and distribution services as specified in Part B – Contract Details document.

The Customer is committed to advancing the economic, environmental and social objectives of the Queensland Government, including, maximising Queensland suppliers’ opportunities to participate in government business, supporting regional and remote economies, and doing business with ethically, environmentally and socially responsible suppliers. 

QBCC is undertaking a competitive approach to market to engage a supplier with the capability and capacity to print and distribute licence cards to QBCC licensees. It is proposed that licence card printing will be provided to QBCC as a managed service where the supplier is responsible for the production of cards, including:

  • Supply of base core non-smart card stock;
  • Card configuration/personalisation;
  • Supply of envelopes and card carriers; and
  • Affixing the card to a card carrier and mailing to individual addresses, including where the licensee may have multiple cards printed simultaneously;

The supplier will be required to demonstrate they possess the capability to on-board new card types or modify existing license cards, as required. Adhoc design and configuration services will be consumed on a time and materials basis, and supplier will be requested to provide ICT consultancy fee pricing as part of their ITO response.

To assist with service delivery management, the supplier will be required, to provide reports to QBCC on the performance of meeting the contract, error reports and other reports that enhance the QBCC’s understanding of the performance and issues in undertaking the contract, in a timely manner.

The current printing volume of cards is approximately 78,000 per annum, however this can vary year on year due to the differences in license periods between categories, changes to the license conditions, and other variables. There is also the possibility that this volume could be varied if other license categories are brought in during the term of the contract.
