Provision of Fresh Bread and Bakery Products Queensland Corrective Services (QCS) propose to release an Invitation to Offer (ITO) for the provision of fresh bread and bakery products to correctional centres and participating Youth Justice facilities throughout Queensland. Overview: QCS has 11 high security and seven low security facilities housing collectively over 10,000 prisoners across Queensland. The Department of Children, Youth Justice and Multicultural Affairs (Youth Justice) has two facilities housing 300 offenders. Fresh bread and bakery products form an integral part of the statewide prisoner menu which was developed in consultation with a dietitian to ensure prisoner dietary, medical, religious and cultural requirements are met. Fresh bread is also provided to staff during their shifts at correctional centres; to staff at the Queensland Corrective Services Academy when they are undergoing training, to staff and prisoners during prisoner escorts, to staff and prisoners at the PA Hospital and to Youth Workers at Youth Justice facilities. The volume of fresh bread and bakery products is expected to grow during the term of the new Arrangement due to the anticipated growth in prisoner numbers and the commissioning of a new 1000 bed prison in Southern Queensland in 2023-24. The establishment of a Standing Offer Arrangement (SOA) for fresh bread and bakery products will be in two parts: Under Part A, QCS aims to establish a panel of experienced Suppliers to provide fresh bread and hamburger rolls to all regions within Queensland. Suppliers will have the capability and capacity to meet QCS's volume and delivery requirements to all facilities within the nominated region/s. Under Part B, QCS aims to establish a panel of Suppliers whereby Suppliers that are unable to meet QCS's large volume and delivery requirements for fresh bread and hamburger rolls but who are interested in and capable of providing other bakery products that are purchased by correctional centres on an ad-hoc basis. Suppliers are able to respond to Part A only, Part B only, or both Part A and Part B and will nominate the regions to which they propose to supply.
