Tender Overview

Standing Offer Arrangement for the Provision of General Pharmaceuticals –

Anti-infectives, Antineoplastics and Immunomodifiers (Request for Offer No. HSQ109635).

This tender is for the supply of Anti-infectives, Antineoplastics and Immunomodifiers to Central Pharmacy (Queensland Health's distribution warehouse for pharmaceuticals located at Richlands).

Due to the current changes occurring in the market for the above products, Queensland Health has decided to approach the market to seek offers to confirm best value for money is being achieved.

The following lines are being called in the Request for Offer document -

  • Anti-infectives (7 molecules in a variety of presentations and strengths); and
  • Antineoplastics and Immunomodifiers (14 molecules in a variety of presentations and strengths).

All offerors will be assessed against the same evaluation criteria.

This tender process may result in changes to the List of Approved Medicines (LAM) and/or the addition of other products to the General Pharmaceutical SOA.

All tender clarification questions must be directed to Queensland Health via the 'Ask a Question' function in QTenders. Clarification Close Date: no later than 2:00pm (AEST) on Monday, 20 September 2021. DoH will respond to all clarifications by QTenders.

Current Pharmaceutical Header Arrangement (PHA) holder.  It is acknowledged that you have previously provided the information being requested in Schedule D - Response Forms in the RFO pack. On this basis, this information does not need to be resubmitted if the information is unchanged. However, if you need to advise of changes, these must be advised in the relevant Response Forms when responding. In August 2019, the Ethical Supplier Threshold was introduced to the Queensland Government Procurement model. It is necessary that you complete Response Form 11 in the RFO to satisfy this requirement.

Notes - Clarification to FAQ

21/09/2021: Samples

SP is unable to confirm at this stage which products will need to be sampled because the tender has not closed, however, -

  • It is highly likely that any new products, or products not currently being used by QH being offered, will need to be provided as samples.  It is unlikely that QH will request samples of products already on SOA.

A Queensland Health Strategic Procurement Officer will contact all offerors shortly after the tender closes to advise which products need to be provided as samples.  The sample delivery period is within 5 business days upon the Contact Officer requesting samples.

 

10.Goods must correspond with sample

  1. The Offeror must provide samples of the required Goods and should the Offeror be the Successful Offeror the Goods must correspond with the sample submitted with their Offer.
  2. Samples must be submitted in accordance with the requirements outlined below. Non-compliance with the requirements set out may result in your offer being excluded from the process.
  3. If, due to exceptional circumstances, you are unable to meet the sample requirements set out within this document, a written request must be submitted to the Department Contact Officer no more than 72 hours after the sample period has commenced. Consideration may be given to accommodate alternative arrangements however these are at the discretion of the Contact Officer.

11.sample REQUIREMENTS

  1. The samples submitted must represent the quality of the Goods that will be supplied should the Offer be accepted. This applies to all Offerors including those supplying the product Offered under a current SOA.

                 Each product sample supplied must be clearly labelled as per below:

  • Attn: Robin Lee
  • Offeror Name
  • Offer Nos. HSQ109635
  • Item Description as noted in the RFO Pricing template

12.sample delivery

  1. Samples must be delivered in full, within the sample delivery period. 
  2. The sample delivery period is within 5 business days upon the Contact Officer or delegate requesting samples.
  3. Deliveries must strictly adhere to the date and time range. The Department reserves the right to refuse entry and acceptance of samples outside of the scheduled date and time.
  4. Offerors are not permitted to contact sample recipients regarding alternative sample delivery arrangements. Any additional contact and/or clarification must be made via the Contact Officer.
  5. Samples must be delivered to the following location and be labelled as specified in 10.1:
  • Central Pharmacy, 794 Boundary Road, Richlands, Queensland, 4077.  Mark as RFO Samples.

These can be offered, however, Queensland Health’s preference is to receive most advantageous price for products rather than administer rebates, etc.
